Born on July 7, 1938 in Cookham-Dean, Berkshire, England, Rosemary passed away peacefully on November 22, 2020 in Victoria, BC.
She will be deeply missed by her son Philip, his wife Ines and their daughter Elena; her son Stephen, his wife Tara and their daughters Jill, Anna and Kendryk; as well as her family and friends in Canada, England and abroad.
Rosemary had a zest for life and adventure, taking great pleasure in the arts, food, travel and family. An avid lover of animals she took great joy in her pets and any animal she met in passing. Her sense of humour was uniquely hers and stayed strong throughout her life. Not one to complain she handled life with grace and dignity.
The family would like to thank Dr. Troughton and the caring staff at Oak Bay Kiwanis Pavilion for their kind care.

Marilyn & Graham Thomas Dear Philip and Stephen ~
Graham and I are deeply sorry to read about your Mom passing away. I first knew Rosemary when we worked together at the Ministry of Health, Staff Development. Rosemary helped out Graham when he was needing gardening work. Graham would cut the lawn while Rosemary was living on Pear Street. We were so thankful to Rosemary for helping us out! My first trip to Costco was with Rosemary. And when she moved to Lake Cowichan, I loved taking the bus from Victoria to stay with her. Rosemary was a great cook! She introduced me to fondue and many other wonderful foods. She was an avid reader, always had a book in her bag and some of the titles she read were so “deep”, as she loved history and facts. No romance novels for Rosemary!!!
Rosemary always spoke very highly of her boys and was very proud of their accomplishments. She shared Philip’s & Ine’s wedding pictures, the building of their house in Vienna (which Rosemary loved) and the birth of Elena. She always loved her visits there. We’d hear from Rosemary of what a great cook Stephen had become and how she was looking forward to them cooking a meal together. The icing on the cake was when Stephen and Tara got married and having three wonderful daughters to enjoy.
Our love and prayers are sent to you today and always. Rosemary was a great person and will be missed by many. She’s at peace now and is watching from above.

June Tomlinson (Payne then) My sympathy to the family. You won’t know me but I worked with your mom at IPEC in Vancouver in from 1968-1973. She was in the executive suite and I was in personnel. She was Keegan then. I believe we went to their wedding and made a triple to Prince George together with them. She was Shanks then. I regret we didn’t keep in touch. I think she lived in Pear street; our last connection. We did have lots of laughs and were quite close while working together. A wonderful person. My heartfelt sympathies.

I wil miss your Mum, and her uniqueness, she was fun, loyal, and a good friend. She loved her family and the world around her, You wil have lovely memories of her to share with your children, especially her love of animals, which I think sometimes she preferred to humans! I hope in the coming days you’ll be comforted by the time you had with her , and the love she had for you all.

My sincere condolences on the passing of your beloved Mother. I worked with Rosemary at the Ministry of Health for several years and she was a great asset to our office. She was very capable and supportive and incredibly loyal to me personally. I remember when I interviewed her for the job she asked me if it would be alright if she wore pants to work. Right away I knew what a very proper and conscientious English woman she was! She often spoke of you both and was clearly devoted to her family. I am so very glad that her family grew over the years and that she gained daughters-in-law and grandchildren. I hope your many happy memories of fun times with your Mum will sustain you at this difficult time and that you will always remember her care and abiding love for you. I am very happy to have known her.
