Born in Vancouver, BC, Dr. Tom Bailey devoted his life to family, medicine, and to family medicine. Growing up in Victoria, Beamsville (ON), Oxford (UK), and Vancouver, by his late teens Tom knew his vocation and knew the love of his life: Nancy, a young woman he had met in 1970 while both were Easter Seals camp counsellors. He married her in 1973 and earned his medical degree from UBC in 1976, his first son born the same day as his final exam.

He completed his residency in family medicine at Dalhousie University in 1978. He became the proud father of two more sons as he set up a medical practice in Victoria’s Western Communities, where he worked as a family physician for more than forty years.

His family grew to include four grandchildren, along with many nieces and nephews. His workload grew as well. He served in numerous capacities supporting family medicine, including everything from maternity through eldercare, from exam writer to committee organizer to president of the College of Family Physicians of Canada (2006-2007). He did all his work without boast or complaint.

Tom is profoundly missed by his wife Nancy; children Stephen (Christine), Andrew (Elena), and Michael (Emily); grandchildren Presley, Hayden, Isaac, and Bergen; siblings John (Brenda), Peter (Janet), and Maggie (Don); nieces; nephews; friends; family; colleagues; teammates; and patients. Tom’s death was sudden and unexpected but he spent every day of his life doing what he loved with people whom he loved.

A Memorial Service will be held at St. John’s Anglican Church, 1611 Quadra Street, on Tuesday, October 15, 2019 at 1:00 pm.

In lieu of flowers, please consider making a donation to a charity of your choice in keeping with Tom’s life.

Condolences may be offered to the family below.

My heart felt condolences to Dr. Bailey’s family. I was a patient of Dr.Bailey’s for just under 2 years, although a short period of time, it was when I needed him the most. I had never experienced a Dr like Dr. Bailey. Dr. Bailey was also my maternity Dr & my daughter arrived 5 weeks early (Nov. 23 2018), after 3 days of having her, the head nurse was asking me to leave, I was devastated, I wasn’t ready to leave my daughter, then an hour later Dr. Bailey visited me & comforted me saying I could stay as long as I needed!! I stayed an extra week before the need to return home to my family. My daughter stayed in the hospital for 5 weeks & Dr. Bailey continued to show his compassion by providing my husband much needed Dr’s notes for his work so he could stay at home to help care for our other child during this very difficult time. I will never forget Dr. Bailey, I wish there were more Dr’s with this level of compassion & care, Dr.Bailey thank you, our family will never forget you. ❤️

  • Dr. Emanuel Fritsch

I met him through residential care meetings and I was impressed by his leadership skills, medical knowledge, dedication and ethics. My sincere condolences to his family.

    To Dr. Bailey’s family,

We are so sorry and deeply saddened to hear of your loss. Dr Bailey was Kristen’s family doctor for 19+ years and it was a great honour and privilege to have him deliver our first born Ava and have him watch her grow with us for her first 9 months. He will be greatly missed but remembered so fondly by our family. Once again, our deepest condolences go out to you during this difficult time.

  • Norm Peters

My condolences to Dr. Bailey’s family. I had the honour of working with Tom in his capacity as Medical Director for Long Term Care. Tom was kind, compassionate, dedicated to his profession and had an encyclopedic memory of hockey. It was not uncommon for Tom to attend an early morning meeting after spending the night delivering a baby and then stopping on his way home to visit a resident. His impact and legacy will live on in his family and the many patients who had Tom as a physician.

  • Doug Blackie

It was a great honour and privilege to count Tom as a colleague and friend when we worked together at Island Health. In addition, he was a fantastic family doctor for my two sons. My sincere condolences to his family. He will be missed by more people than I’m sure Tom would have ever imagined!

I am so sorry to hear about doctor bailey and wish his family the best at this time…dr. bailey saved my moms life once or maybe even twice and he saved my life once. Dr bailey knows more about family medicine than any doctor I know and I have known have few. He is serious and sincere and knows exactly what he is talking about…with me we built a relationship of trust over the past years. I put my life in his hands and he handled me with sincerity and care. He was funny when it was needed and serious when he had to be. I will never forget this man and will miss him as a friend. Goodbye by Tom my family and I will always be thankful for your care and we know we will meet you on the good side. All respects to your family.

  • Ross McKay

Dear Nancy, Stephen, Andrew, Michael, Peter, Janet and your families,
I am very sorry to hear of Tom’s death. He will live on in your and our memories as a wonderfully dedicated family man in spite of his complex involvement in so many aspects of medicine- practice, politics and teaching.
He is known as being among the best ever General/Family physicians and has been a great example to all doctors in Victoria and across Canada. He also was a quietly tough defenseman for the Oak Bay Wanderers Hockey Club for several years.
We will miss his influence, caring manner, expertise and humour greatly.
Best wishes to the Bailey family.

My sincerest condolences to Tom’s family; this is a sudden and tragic loss, for you and our community. I have been the Co-chair with Tom in the RCI Initiative since 2015. His vision and understanding of how to improve the lives and care of those in long term care will make a difference for years to come. I loved his sense of humour, his attention to detail and he was a terrific mentor. Thank you for sharing him with us.

I and my family are so saddened and shocked to hear of Dr. Bailey’s passing. I have always been happy and felt blessed that I was referred to Dr. Bailey during my first pregnancy over 34 years ago. He delivered and cared for both my children, myself and my husband for the past 34 years. And when my aging mother came to live with us he welcomed her as a patient also. He was an amazing doctor and I trusted and respected him more than words can express. My sincere sympathy to his family and staff. He will be missed.

Such shock and sadness to hear the news today of such a beautiful man’s passing. Deepest condolences to his wife and family. Dr. Bailey was such a fine example to us all in the health care profession on how to make a difference with ease…he will be missed so terribly much. The paint could be coming off the walls with chaos at the shop (Labour and Delivery) but his joyful presence and snappy ties would make it all doable. Rest In Peace Lovely One.

  • Martin Poulin

Heartfelt condolences to Dr. Tom Bailey’s Family & Friends,

I had the privilege to know Tom from two perspectives.

I’ve played hockey with him for almost 20 years on Thursday nights at the UVIC raquet club. “Doc”, as he was nicknamed, typically played wing and could be counted on for his accurate wrist shot. He was also well known for his quick wit in the dressing room and knowledge of older NHL players.

As I work for the health authority, I would often cross paths with Tom at work. He was well recognized for his dedication to his role as Medical Director and to his patients. I was gifted a few months ago with travelling with him to Nanaimo for a leadership workshop and gained a much broader insight into his many other volunteer activities to promote improvements to healthcare. I was exhausted just listening to the hours he put in helping others.

Tom was a true gentleman and healthcare advocate who will be greatly missed by his teammates and this community.

    My deepest sympathies,

    Martin Poulin

To Nancy, and the family of Dr. Tom Bailey,

Our hearts go out to you amid your grief over Tom. Our prayers are with you. Tom was a remarkable man, taken far too soon. Our connection was through our shared faith community, St. John the Divine. Though, clearly, he was a man of many talents and abilities, he also was approachable, humble. We only wish we could have gotten to know him more. He is, and will be, missed.

    Shalom.

What a profound loss it is not to have Dr. Bailey with us. I have worked with Tom in RCI for the past number of years and was so impressed with his dedication and kindness. He believed completely in what he did and wanted to make a difference every day. His legacy will be with us for years to come. He was always the quiet consistent force in the background, never wanting to compromise what was right but completely understanding what Family Physicians, patients and their families in the community need. He will be sorely missed.

We are so sorry and shocked to hear of your loss. Dr. Bailey was our family doctor for 16 years. He was always thoughtful and kind with a great sense of humour. A fine man and a wonderful doctor. He will be greatly missed!

  • Eric George

I had the pleasure and honour of working under Tom’s leadership in long term care for nearly 20 years.

We couldn’t have asked for a better leader. Tom led by example even if none of us could measure up to him. He was so hard-working and productive. We would routinely all share credit for something that was 90% Tom’s work. He wouldn’t have it any other way.

Tom was the smartest guy in the room yet remained humble. He made sure everyone’s opinion was heard and considered. He was a great mentor who was very encouraging to doctors starting into the field.

I’m not surprised Tom’s family medicine patients are sharing their thoughts and grief. He seemed to embody everything a patient would want in a family doctor starting with genuine caring and kindness.

I’ll miss Tom’s humour and playfulness. You could count on him to lighten the mood of a serious discussion with a witty quip, or insert a ridiculous acronym into the agenda of a meeting. Only Tom could skillfully chair a meeting while also keeping everyone abreast of the score in an Olympic gold medal hockey game.

Tom was dedicated to helping give the best possible care for patients yet also worried about the well-being his colleagues. It seems unreal that someone that selfless and good can suddenly disappear. What a huge gaping void he has left us to try and fill in. I can’t imagine the loss for his loved ones.

Dr. Bailey is gone but the good he did and the example he set will outlive all of us. We should all be so lucky.

  • Maureen Heys

My heartfelt condolences go out to Dr. Tom Bailey’s family. I know that you had to share your husband and father with us the medical community over the years, as he was a very dedicated caring family physician. Having worked with him for many years in LDR, it was always a pleasure to work along side such a devoted Doctor. His cheerful personality was always as colourful as his wonderful Ties! May all the wonderful memories ease and replace the sadness in time.

    To Dr. Bailey’s family,
I am so very sorry for your loss. There is no need for me to tell you what a wonderful and amazing person Dr. Bailey was. His passing is a great, great loss to the community, but so much for you, his family. Dr. Bailey, he was definitely one of a kind and I am just so heartbroken he has gone. He took such good good care of me this year especially when I was very ill, and I am forever grateful. I shall miss that smile…..that lovely smile of his when he walked into the room, to greet you, his patient. Sleep well Dr. Bailey, you made a big impact on my life, and I shall never forget you.

Over the years I have known Tom, we have been reminded of his humanity, his compassion and enthusiasm for life. We have all benefited from his being a skilled clinician, community-based, using effective relationships and being a resource to his many communities.
Tom has represented the very best as a family physician and team player in health service delivery.
There are many many people who have benefitted from Tom’s interest, enthusiasm and caring.
His interests in modelling the effective roles of teacher, mentor, and compassionate carer validate what thousands of family physicians in Canada do every day and every night.
I count myself as exceptionally fortunate to have worked with Tom and to have witnessed his impact as our National President.
Tom made many differences during his tenure as a Canadian family physician and he has raised the bar of commitment to service for all of us.
Tom is profoundly missed and you have our appreciation and thanks for helping him be the person he is and affecting all of our lives in the ways he did.

    He Who has Achieved Success

    Who has lived well, laughed
    often and loved much;
Who has gained the respect of
    intelligent men and women, and
    the love of little children,
Who has filled his niche and
    accomplished his task;
Who has left the world better
    than he found it.
Who has never lacked appreciation of earth’s
    beauty or failed to express it;
Who has looked for the best in others and
    given the best he had.
    Whose life was an inspiration.
    -A.J. Stanley

As I continue to reflect upon the passing of the best doctor in the world. I can not help but think that I will forever carry with me all of the advice and knowledge he has provided me… advice that has helped me continue to get better with my medical issue. When times are hard I will forever think about his words of wisdom. In years to come, I’ll think “what did Dr. Bailey say to do… remember what he said.” For me, besides the medical advice he gave to me, he also gave me solid life advice. He told me to move forward from what had happened, that it might happen again but that I needed to focus on my children, to focus on my hobbies and things that make me happy. He gave me hope that things would get better and I was doing the right things to move forward. Even though he is gone he will continue to make my life and so many other peoples’ lives better. He will continue to accomplish his ‘niche’ and ‘task’ as an incredible doctor and most obviously a great family man. His life will continue to inspire others and he will continue to make the world a better place.
Sending all my love to his family, friends and patients.

To the family of Dr. Bailey
Our hearts are heavy for you all. Your husband, father and grandfather gave so much of himself to my two sons while growing up and even into their early adulthood. He was my strength when my son, Grant, passed a few years ago. Always an open appointment the day I would call, an ear to listen, a shoulder to lean on, even a few tears to share with me during my many dark days. A great support to my oldest son Andrew offering the same support to him as he did for me during our difficult times.
I can only imagine the shock and devastation you all must be feeling. Please know Dr. Bailey was so much more than just a Doctor to myself and children, he was our hero!
He will be missed more than words can express by our family.

Our prayers and thoughts are with you all.

It was a shock to our family to hear the news of his sudden passing.
It caused us to talk about how he impacted our lives, and we are so very grateful. He was there for the birth of my two children, and has seen them through to adulthood! I moved away earlier this year and said goodbye, only to be returning in mid-October to share my joy of having beat what was ailing me…
So instead, I had a little conversation with him and told him my way… I was always heard with my concerns and appreciated him for his kindness and ethics. He leaves a big hole in the Langford community and will be warmly remembered and dearly missed.
Sending his family strength and courage to face times ahead without his presence, but knowing he watches directly over you now Love and Gratitude, Paola Wilson Audrey Winkler and Vincent Winkler

She didn’t have an appointment but Dr. Bailey always saw her. She was comforted by the visit.

He was devoted to his career and to the discipline. It was an honour to know him. A donation to World Vision Health Care has been made in his memory.

Dr Bailey will surely be missed. Having shared many birth experiences over the years in Labour & Delivery with Tom, l was aware of his joy and dedication in all aspects of his career and his community. He has inspired and supported many to follow his path—a credit to his own family. May the memories heal and comfort us all.

My deepest condolences to you and your family.

I began working with Dr. Bailey in March, through the RCI program. He was always so kind, generous with his time, intelligent, and had a funny sense of humour.

Our team would often share with each other how much we respected him and were so grateful to have him on our team. He always treated everyone with respect and kindness, for which I am so grateful. Every facility team member that spoke of him did so with the highest praise.

My last memory of him was during team pictures, where he was explaining to me that it was a myth that you could tell if someone was from Ireland or Scotland based on the ‘Mc’ or ‘Mac’ of their last name.

    He is irreplaceable.

I just heard this sad news yesterday. Dr. Bailey has been my GP for 35+ years and took on my family as it grew. He even went to the trouble of setting us up with a GP in QC when we moved away for 3 years, and happily took us back upon our return. I saw him last week and asked if he had any plans on retiring on us any time soon and he said no. I told him how happy I was to hear it and that I really appreciated having him as a Dr. If anyone deserved to enjoy his retirement, it was that man for sure; he worked tirelessly through his career, would visit you in hospital etc, etc, etc. I recently nominated him for GP of the year; wish he had won it! Such a loss for his family, friends, and patients. My condolences to all those that loved him; I am so very, very sorry for your loss!

Dr Bailey was a kind soul with quick wit and a sense of humour to share with his hospital colleagues. Never bothered by a phone call day or night no matter the reason. He was loved by his patients, they always expressed gratitude towards him saying how lucky they were to have him.
Sincere condolences to his family. May the find memories shared help ease your pain.

I am so sorry to hear of Dr. Bailey’s passing. Dr. Bailey has been my Doctor for 35 years, almost my whole life, he has been in my life through every up and down I have experienced, from delivering my daughter, then grandchildren, to sicknesses and hospitalizations. Through it all he has always been so kind and caring, he always took the time to listen to me, never rushed an appointment, and we normally ended with some sense of humour. He was one of a kind and will be truly missed.

I am still so shocked and devastated to hear the terrible news of Dr. Bailey’s passing. My thoughts go out to his family and friends as the impact he had on my life was so small relative to the role he played in their lives, yet the impact feels so big to me as he was such a friendly, happy and devoted doctor to me and my family. Doctor Bailey delivered me 29 years ago at Victoria General Hospital. Since, he has been there for me through chicken pox, severe childhood asthma, colds, flus, pneumonia, sports injuries, addiction problems in my family, anxiety, depression, car accidents, workplace injuries, workplace absences due to chronic pain, infertility, pregnancy, delivery of my daughter, then a recent hospital admission for her when she was only 3 weeks old. He was there to see her in the hospital every single morning! He has been there for me also every single time with a smile on his face and always a willingness to help, but more importantly to listen and to care. I work in the healthcare field and I sincerely have never met a more amazing doctor than he. He has helped me through every rough period I have ever had in my life. I seriously do not know what I will do without him, as not only a doctor, but as a companion. He knows more about me than anybody does, he even met me before I met my own mother. His passing is a true loss to our community. He will he sincerely missed and never forgotten by my family and I. Thank you Doctor Bailey for everything. You were a one of a kind man and a one in a million doctor.to his family, I am so so very sorry for your loss.
