Joe passed away at The Lodge of Broadmead on August 27, 2023. Joe was born in St. Boniface, Manitoba. Predeceased by his father Sidney Webb and mother Mary Hodsdon Webb. Adoring partners; Rose Porter (of 11 years) and Elaine Landry (of 6 years). Survived by son Wayne Webb; and daughter Bobbi-Jo Webb. Forever in Joe’s heart.
Joe joined the Queens Own Rifles of Canada in 1963. He served for the Canadian Armed Forces for 25 years as a knowledgeable cook; Army and Navy. Joe was one of the founding members and previous Presidents of The QOR V.I. Branch. Upon retirement, Joe owned and operated Sidney Adventures and Sea-Esta Boat Charters. Many great memories shared on the boat with friends/family/patrons. Joe also served for many years as a Commissionaire for The Royal BC Museum and Esquimalt Dockyard.
A heartfelt thank you to the doctors/innovative team of the Heart Function Clinic (both Jubilee and St. Paul’s) that truly heard Joe’s drive to survive and treated all that they could. A special thank you for care received over the last few years from paramedics and the staff of RJH, VGH, GRH, Broadmead Lodge, Dr. Syong and Dr. Antonsen.
Joe had a big heart – he volunteered, contributed to the community and was willing to help anyone. In lieu of flowers, tributes may be made to the Victoria Hospitals Foundation-Cardiac Care or The Heart and Stroke Foundation of Canada.
Joe’s loving daughter, Bobbi-Jo, devoted advocate for his strength and determination to live on…welcomes you to join in celebrating her Dad’s life at McCall Gardens, 4665 Falaise Drive, Victoria, BC, on September 16, 2023, at 2:00 pm.

Muriel John Bobbi-Jo: Don and I wish you our deepest condolences. We had many great times with Joe (and Rose). The funeral ceremony was lovely – was nice to see the military tributes. We’ve made a donation to the Victoria Hospitals – Cardiac Care area in Joe’s name. Remember all those good times you had with your Dad.

Ken Bisson Know Joe for over 50+ years. Went on basic cooks course way back in 1967 with Joe . Excellent baker second to none. Enjoyed our times together especially after retirement . proud supporter of Queens Own Rifles Assn. He will be missed

Earl Bennett I have known Joe for over 20 years, we met at the Trafalger legion, we both served on HMCS Mckenzie, we attended many dances with the legion, He was one of these strong, people who stood out amongst the crowd, I can still hear him laughing at our many Army, Navy stories, the one thing that also stood out was his way of treating others with respect and dignity, I again worked with him at the Dockyard, I also was intrigued by the stories about his childhood, and growing years in James Bay, from Russ, his school stories were hilarious, Rest in peace my friend, we’re gonna miss that smile.

Bill Cyples I first met Joe when he arrived aboard HMCS Mackenzie in the early 80’s not so eager to become a Sailor, as he was a hard core Soldier. Over the next 40 years Joe and I became very good friends and always kept in touch. I am so thankful for the few visits with Joe during his final days at the Veterans Memorial Lodge. I am really going to miss seeing Joe’s number show up on my phone. Condolences to you Bobby-Jo, Your Dad was a Good Kind Hearted Man. Rest in Peace Joe

T.J. LYNN, Jr. Staff Sergeant, U.S. Army Catering Corps, Retired. Master Corporal Webb and I served on Joint Canadian-US Operations from 1987 to 1991. We are best mates ever since. We visited one-another many times over the years. Joe was one of those responsible in me being made an Honorary Life Member of the Queen’s Own Rifles of Canada, Victoria Island Branch. Joe was a veteran of United Nations Peacekeeping Force in Cyprus (UNFICYP) and NATO Operations. My children and grandchildren called him “Uncle Joe”. His daughter Bobby Joe is always his “Little Girl”. The way I reckon, Joe and I defended Canada and USA together. We had many good times in service and retirement. Joe and I are Master Chefs forever…”We once fried ham and eggs for Heroes”.
